Professional Profile

Dr. Felomino S. Belinario is a highly respected academician with more than twenty-five years of distinguished service in accountancy education. As a seasoned lecturer, Certified Public Accountant (CPA), CPA reviewer, and former Department Head of the BS Accountancy Program, he currently serves as the Head of the Accounting Department at the University of Makati (UMAK).

He earned both his Master of Business Administration and Doctor of Philosophy in Business Management from Manuel L. Quezon University (MLQU). Throughout his academic career, he has also shared his expertise with students at Sta. Isabel College and Concordia College.

From 1998 to 2000, Dr. Belinario served as Director of the Association of Certified Public Accountants in Education, demonstrating his commitment to strengthening accountancy education in the Philippines. He continues to be an active member of the Philippine Institute of Certified Public Accountants (PICPA).

Throughout his tenure at the University of Makati, he has received numerous recognitions for his excellence in teaching, leadership, and dedication to academic development. Among his most notable achievements is being named Outstanding Professor of the College of Business Administration for Academic Year 2010–2011.

His scholarly contributions include receiving the Book Author Award during the Pagpupugay sa mga Manunulat ng Unibersidad held in celebration of the 110th Civil Service Anniversary. He was likewise honored with the Golden Wheel Consumers' Choice Award during the College of Business Administration Awards Night.

Passionate about developing future Certified Public Accountants, Dr. Belinario authored the book "Introductory Accounting Part 1: Partnership and Corporation Accounting" and co-authored "Cost Accounting and Cost Management: Concepts, Principles, and Applications." These publications continue to serve as valuable references for students preparing for the CPA Licensure Examination.

Beyond the academe, Dr. Belinario has accumulated over twenty-eight years of experience as a public practitioner. His expertise covers accounting, auditing, taxation, and business consultancy for private corporations, cooperatives, and organizations throughout Metro Manila and neighboring provinces.

He is accredited by the Securities and Exchange Commission (SEC) as an External Auditor, the Professional Regulatory Board of Accountancy, the Bureau of Internal Revenue (BIR) as a Tax Practitioner, and the Cooperative Development Authority (CDA) as a Cooperative External Auditor.
